The Destruction of the Kakhovka Dam
Before dawn on June 6, 2023, the lower Dnipro changed shape. Water burst through the Kakhovka dam, spread across towns and farmland downstream, and emptied the reservoir that had supported much of southern Ukraine.
The humanitarian and environmental consequences are established in considerable detail. The exact chain of command and individual responsibility for destroying the dam have not been determined by an international criminal judgment, so the evidence and the competing allegations require separate treatment.
What Is Established
Russian forces had controlled the Nova Kakhovka dam and hydroelectric station since February 2022. Ukraine held much of the west bank downstream, while Russia occupied the lower east bank.
The dam retained a reservoir of roughly 18 cubic kilometres. Once the breach expanded, water inundated low-lying parts of Kherson city and dozens of settlements, forcing evacuations from both sides of the front.
Rescue conditions differed sharply. Ukrainian emergency services and volunteers used boats under continued shelling, while access to occupied communities was restricted and information about deaths there remained incomplete.
The flood destroyed or damaged homes, roads, utilities, farms, and industrial sites. It swept oil, sewage, chemicals, dead animals, sediment, and displaced mines through a landscape already contaminated by war.
A Disaster Larger Than the Flood
When the water receded, it left drinking-water systems damaged and the reservoir bed exposed. Canals fed by Kakhovka had supplied irrigation across one of Ukraine's most productive agricultural regions as well as water to cities and industry.
A joint Ukrainian government and UN assessment found that about 620 square kilometres were flooded and around 100,000 people were directly affected. It estimated damage and losses approaching $14 billion.
Habitats changed across the reservoir and the Dnipro-Buh estuary. Fish spawning grounds, wetlands, forests, and protected areas faced immediate destruction and longer-term uncertainty as salt balance, groundwater, and vegetation adjusted.
The reservoir had also supplied water used by the Zaporizhzhia nuclear power plant's cooling systems. The IAEA said there was no immediate nuclear-safety threat because the plant had alternative reserves and its reactors were shut down, but the loss removed an important long-term source.
The Competing Accusations
Ukraine accused Russian forces of detonating explosives inside the structure. Russia blamed Ukrainian shelling and described the breach as an attack intended to deprive occupied Crimea of water and disrupt Russian positions.
Those statements are claims by belligerents, not proof on their own. Any assessment must also account for Russian physical control of the dam, earlier damage to parts of the structure, reservoir conditions, seismic detections, video, and engineering analysis of the failure.
Independent reporting and technical analysis found strong indications that a large explosion occurred within or beneath the dam. A breach beginning around an internal passage is difficult to reconcile with an explanation based only on distant shelling or gradual structural deterioration.
That evidence weighs strongly toward deliberate destruction from inside a facility controlled by Russia. It still does not identify the people who placed or ordered explosives to a criminal standard, and UN environmental assessments have documented the consequences without publishing a final judicial attribution.
A Changed Southern Ukraine
The breach altered military geography as well as civilian life. Flooding initially made major river-crossing operations harder, washed away positions, and forced both armies to relocate from parts of the riverbank.
Its deeper effects were not temporary. Irrigation networks could not simply restart, displaced communities lost homes and livelihoods, and ecosystems began a transformation likely to take years to understand.
Kakhovka was therefore not one incident with one casualty total. It was the sudden destruction of a system that had stored water, produced electricity, supported farms, cooled industry, and shaped an entire region.
