Russia's War on Ukraine's Power Grid
In autumn 2022, air-raid alerts were followed by a second warning across Ukraine: charge phones, fill containers with water, and prepare for the lights to go out. Russia had begun a sustained campaign against the system that powered civilian life.
Missiles and one-way attack drones struck generating stations, substations, transformers, and high-voltage lines. Damage in one location could force emergency cuts across several regions because an electrical grid works as an interconnected network.
A Nationwide Campaign
Russia had hit energy facilities earlier in the invasion, but attacks expanded sharply in September and became a coordinated national campaign on October 10. Large waves followed through November, December, and the winter of 2022–23.
Cruise missiles approached from aircraft and ships, while Iranian-designed Shahed drones flew slower routes toward fixed infrastructure. Russia also used ballistic and other missiles, forcing Ukraine to defend many potential targets with a limited number of air-defence systems.
Russian officials described energy sites as supporting Ukraine's military, railway, and command systems. Electricity infrastructure can have military functions, but the campaign's breadth and repeated effects on essential civilian services made the proportionality, distinction, and precaution required by humanitarian law central questions.
Blackouts Beyond the Target
When substations or power plants failed, utilities imposed rolling schedules and sudden emergency outages to keep the remaining grid from collapsing. Kyiv and other cities experienced long periods without household electricity, street lighting, elevators, or reliable mobile connections.
Supply and demand must remain balanced across the grid every second. Controlled outages reduced consumption and isolated damaged sections, helping engineers avoid a cascading failure that could have taken much longer to restart.
Electric pumps move water into urban buildings and through district-heating networks. A power cut could therefore stop taps, sewage systems, boilers, internet access, card payments, refrigeration, and medical equipment even when no missile landed nearby.
Winter multiplied the danger. Families gathered in heated public “invincibility points,” carried water upstairs, used battery lamps, and timed cooking or laundry around uncertain hours of supply.
The attacks also killed and injured civilians at impact sites. Repair workers faced repeated strikes, live electrical equipment, damaged structures, and cold conditions while trying to reconnect systems before the next wave.
Defence and Repair
Ukraine's air defences intercepted some missiles and drones, but even a high interception rate left enough weapons to cause serious damage. Cheap drones could also exhaust more expensive interceptors and reveal defensive positions.
Engineers rerouted electricity, used spare transformers, repaired lines, and divided the grid into manageable sections. Ukraine's emergency connection to the continental European network allowed power imports and provided support when domestic generation fell.
European governments and aid organizations sent generators, transformers, repair equipment, heaters, and mobile facilities. These measures reduced harm without restoring the capacity destroyed by repeated large-scale strikes.
A joint UN Development Programme and World Bank assessment found that more than 12 million people had no or limited electricity because of energy damage. It estimated over $10 billion in damage to power, gas, and heating infrastructure by early 2023.
Energy as a Winter Front
The campaign did not produce a permanent national blackout or break Ukraine's willingness to resist. It did impose repeated darkness, cold, and disruption on millions of people who had no direct role in military operations.
Every restored transformer remained a future target, and every interception left debris and the possibility of another missile behind it. The contest became one of destruction against adaptation: Russian strike waves versus air defence, grid management, repair crews, imported equipment, and household improvisation.
By winter 2022–23, Ukraine's power system had become a front running through every city connected to it. The war no longer arrived only through troops or nearby artillery; it entered homes when lights, water, heat, lifts, and phone signals stopped together.
