Russia Seizes the Zaporizhzhia Nuclear Power Plant
A live camera showed flashes and tracer-like streaks around the Zaporizhzhia Nuclear Power Plant during the night of March 3–4, 2022. Fire appeared at a training building while six nuclear reactors stood inside the same complex.
The fire was extinguished and no radioactive material escaped, but the absence of a disaster didn't make the attack safe. Russian forces had captured Europe's largest nuclear power station while it was still being operated by Ukrainian workers.
The Southern Advance
The plant stands beside Enerhodar on the Dnipro River and contains six Soviet-designed pressurized-water reactors. Before the invasion, it generated roughly one-fifth of Ukraine's electricity and was central to the national grid.
Russian forces advancing from occupied Crimea seized a broad corridor across southern Ukraine during the invasion's first days. After taking Melitopol and moving through Zaporizhzhia region, they approached Enerhodar, where residents built barricades and demonstrated in an effort to block entry.
Fighting reached the plant complex on the night of March 3. Video showed projectiles and gunfire near buildings as Russian units sought control, creating alarm in Ukraine and emergency consultations among nuclear regulators worldwide.
The Fire and Takeover
A projectile struck a training facility near the reactor units and started a localized fire. The reactor safety systems weren't hit, radiation monitoring continued to function, and firefighters eventually put out the flames.
The International Atomic Energy Agency confirmed the Russian takeover on March 4 and reported no radioactive release. It also stressed that firing near a nuclear facility violated the basic principle of maintaining its physical integrity.
Russia controlled the site, but the regular Ukrainian staff continued operating its reactors and safety systems. Workers did so under armed occupation, with normal management authority disrupted and later reports of pressure, detention, and interference involving plant personnel.
Safe operation depends on more than intact machinery. Staff need rest, free communication, technical supplies, emergency access, and a clear chain of authority—conditions that armed occupation steadily weakened even when instrument readings remained normal.
Ukraine's regulator retained legal responsibility for the facility but could no longer exercise ordinary control on site. Russian state nuclear personnel later appeared at the plant, creating overlapping claims of management around workers who still held Ukrainian licences.
A Plant Inside a War Zone
The immediate fire was only the beginning of the risk. Russian military personnel and equipment remained around the site, while both Russia and Ukraine later accused the other of shelling the plant and nearby areas.
Independent access was limited, making responsibility for individual incidents difficult to establish. What was clear was that explosions damaged buildings, power lines, and other equipment at or near a nuclear station controlled by Russia and located beside an active front.
Off-site electricity is essential even when reactors stop generating power. Pumps, instrumentation, and cooling systems still require electricity, and repeated disconnections forced the plant to depend at times on limited backup lines or emergency diesel generators.
A reactor doesn't need to explode like a bomb to create a nuclear emergency. Loss of cooling, fire, damaged spent-fuel storage, exhausted staff, failed communications, or a breakdown in command can each weaken the layers designed to prevent radioactive release.
The IAEA's Role
The IAEA sought access for months and sent a mission led by Director General Rafael Grossi in September 2022. Inspectors established a continuing presence, assessed damage, checked safety systems, and called for a protection zone around the plant.
Their presence provided observation but not control. The IAEA could report conditions and propose safeguards, yet it couldn't order troops away, enforce a ceasefire, or return the facility to Ukrainian authority.
Zaporizhzhia was unprecedented because an occupying army seized a large operating nuclear station and kept it inside a war. The danger came not from one dramatic blast, but from forcing skilled workers and complex safety systems to function for months amid weapons, coercion, damaged power supplies, and uncertain command.
